The Port of Ridgefield, pursuant to RCW 39.04.020, 53.08.120, and 53.08.130, solicits bids for a licensed General Contractor to furnish trained personnel, equipment, and materials to execute work consisting of: an approximate 31,400 SF tilt-up concrete office and warehouse and 8,000 SF detached storage area build to suit for the Washington Department of Fish and Wildlife on 3.74 acre Lot 4, located on South 11th Street in Ridgefield, WA. This bidding document packet is available for viewing on or after the hour of 9:00 A.M. on August 22, 2016 at the Offices of Mackenzie, The Hudson Building, 101 E 6th St, #200, Vancouver, WA. The Port of Ridgefield, pursuant to RCW 39.04.020, 53.08.120, and 53.08.130, solicits bids for a licensed Excavation Subcontractor or General Contractor to furnish trained personnel, equipment, and materials to execute work consisting of: Stripping, Excavation, Grading, Cement Treatment and Erosion Control for 3.74 acre Lot 4, and Stripping, Excavation, and Erosion Control of the adjacent 3.49 acre Lot 5, both located on South 11th Street in Ridgefield, WA.

An optional, but strongly recommended, pre-bid conference and site walk will be held at Lot 4 on South 11th Street at 2:00 PM on Tuesday July 19, 2016. Off-Property Portion Interim Remedial Action

The Port of Ridgefield is soliciting bids for a licensed contractor to furnish OSHA HAZWOPER trained personnel, equipment, and materials to execute work consisting of: removal and offsite disposal of dioxin-contaminated soil; the supply and installation of replacement topsoil and aggregates; and extensive landscaping restoration in yards and rights-of-way. Said work is to be accomplished within a residential neighborhood in Ridgefield, Washington as part of the Port of Ridgefield’s ongoing environmental remediation of the former Pacific Wood Treating site.

The bidding document packet is available on or after the hour of 9:00 A.M. on June 2, 2016 at the office of the Port of Ridgefield, 111 W. Division St. Ridgefield, WA 98642, or by calling Laurie Olin, Vice President of Operations for the Port at (360) 887-3873. Web Presence Development & Website Replacement

Public Improvements for South 11th Street

Sealed bids will be received by the Manager, Contracts and Procurement of the Port of Ridgefield (Port), Ridgefield, Washington, up to the hour of 1:00 p.m. Thursday, July 17, 2014, at which time all bids for the above-entitled project will be publicly opened and read aloud in the Commission Room at the Port of Ridgefield located at 111 West Division Street, Ridgefield, Washington.

Said work is to be accomplished on the west end of the existing portion of South 11th Street on property owned by the Port of Ridgefield in Ridgefield, Washington. This work will consist of clearing and grubbing; construction of a public road and sidewalk; construction of sanitary sewer and water utilities; construction of stormwater conveyance system and a water quality facility; installation of streetlights; and landscaping. The engineer’s cost estimate for this project was a range between $500,000 and $600,000.

All bids shall be placed in a sealed envelope which clearly states the name of the bidder, the date of the bid opening, and the title “Proposal for Port of Ridgefield PUBLIC IMPROVEMENTS FOR SOUTH 11TH STREET”. Bids not delivered in person to the Port offices shall be enclosed in another envelope that is addressed to the attention of the Manager, Contracts & Procurement, Port of Ridgefield, P.O. Box 55, Ridgefield, Washington, 98642.

Each bid must be accompanied by a certified check, cashier’s check or bid bond in an amount equal to five (5%) percent of the Bid Amount.

Bidders are to include with their bid a list of all subcontractors performing work on the project including but not limited to any subcontractors performing work described in RCW 39.30.060.

In accordance with RCW 39.06.020, the Bidder must verify responsibility criteria for each first tier subcontractor. Likewise, a subcontractor for any tier that hires other subcontractors must verify responsibility criteria. Verification shall include that each subcontractor, at the time of subcontract execution, meets the responsibility criteria in RCW 39.04.350(1).

The Port reserves the right to reject any and all bids submitted, or to accept the bid deemed to be in the best interest of the Port of Ridgefield, and to waive any informalities or irregularities in any bid.

No bidders may withdraw their bid after the hour set for the opening thereof unless the award of contract is delayed for a period exceeding one-hundred twenty (120) calendar days.

The nature of the project necessitates using a unit pricing structure. The total cost of the services delivered under this contract is estimated at $1,300,000. This will be a project specific contract.

Requests for Qualifications

The Port of Ridgefield has issued the attached Request for Qualifications (RFQ) for a needs assessment study concerning its Dark Fiber Optics Infrastructure project.

The Port of Ridgefield is investing in dark fiber optic infrastructure to promote world-class, high performance economic development in Southwest Washington’s Discovery Corridor. A publicly-owned dark fiber loop will reduce time-to-market deployment of high-speed fiber. The loop will lower up-front capital needs for service providers and allow them to better compete to serve end users. End users will benefit from system access, lower costs, greater bandwidth and more reliable, redundant service for this basic business infrastructure.

The port has collected extensive anecdotal research that seems to verify the need for this kind of infrastructure in Ridgefield, the Discovery Corridor and north Clark County. It is hoped that the port’s needs assessment will formalize the research and will  provide an official qualitative and quantitative assessment of the need for fiber optics infrastructure in the Ridgefield Port District.

Dark Fiber Optics Infrastructure Needs Assessment Request for Qualifications

NOTICE IS HEREBY given that on December 20, 2016, the Port of Ridgefield selected BergerABAM of Vancouver, Washington, as the most qualified consultant to complete the Dark Fiber Optics Infrastructure Needs Assessment in the amount of $49,966.

Related to this project, and under an existing contract for financial services Paul Lewis of Financial and Management Consulting will complete a feasibility study for the Dark Fiber Optics Infrastructure project in the amount of $15,840.

Work for both studies will begin on January 10, 2017.

Off Property Interim Remedial Action
NOTICE IS HEREBY given that on June 29, 2016 the Port of Ridgefield awarded to: Anderson Environmental Contracting, LLC of Kelso, Washington, the Off Property Interim Remedial Action contract in the amount of $1,888,895.

Work began on July 17, 2016 and is to be completed by September 30, 2016.

NOTICE IS HEREBY given that on THURSDAY, December 3, 2015 the Port of Ridgefield selected Webfor of Vancouver, Washington as the apparent successful proposer for Web Presence Development & Website Replacement project.

The projected start date for the work is January 15, 2016.

11th Street Industrial Building Request for Qualifications
NOTICE IS HEREBY given that on Monday, January 5, 2015 the Port of Ridgefield awarded the bid for architectural and engineering services to Mackenzie based on its industrial building experience and knowledge of City of Ridgefield Development Code.

The scope of work for the project is to assist in the design and engineering of a 100,000+/- square foot industrial/warehouse building on Port-owned property at 11th Street in Ridgefield.

The winning (lowest) bid was $579,546.51. The highest and only other bid received was in the amount of $614,151.04. Bids were opened on August 21, 2014.

NOTICE IS HEREBY given that on Wednesday, July 23, 2014, the Port of Ridgefield awarded the bid for Public Improvements for South 11th Street to Halme Excavating, Inc. of Battle Ground, WA. The winning (lowest) bid was $638,947.10. The highest bid was $988,980.00. Bids were opened on July 17, 2014.

The scope of work for this project includes clearing and grubbing; construction of a public road and sidewalks; construction of sanitary sewer and water utilities; construction of a stormwater conveyance system and a water quality facility, and installation of street lights and landscaping.

The project start date for this work is anticipated to be Monday, August 4, 2014.

Carty Lake Sediment Remedy
NOTICE IS HEREBY given that on Wednesday, July 9, 2014, the Port of Ridgefield awarded the bid for the Implementation of the Carty Lake Sediment Remedy to Strider Construction Co, Inc. of Bellingham, WA.
The winning (lowest) bid was $1,452,809.32. The highest bid was $2,119,710.41. Bids were opened on June 27, 2014.

The scope of the work includes clearing and grubbing, temporary and permanent access improvements; erosion and sediment control; construction of an upland staging and sediment handling area; excavation of contaminated sediment; sediment handling, dewatering, disposal, and water treatment; clean sand placement; embankment construction; and fish mix rock placement for bank stabilization.

Lake River Sediment Remedy
NOTICE IS HEREBY GIVEN that on Wednesday, June 18, 2014 the Port of Ridgefield awarded the bid implementation of the Lake River Sediment Remedy to Dixon Marine Services, Inc., of Inverness, California. The winning bid (lowest responsible bidder in accordance with Washington State public bidding law) was in the amount of $4,411,524.84.

Bids delivered by the May 23, 2014 due date ranged from the low of the awarded bid to a high of $7,109,847.60

The scope of the project includes removal of in-water debris and pilings; bank clearing and grubbing; precision environmental dredging; dredged sediment handling, de-watering and off-site disposal; in-water sand placement and in-water and bank placement of rock for stabilization.

The projected start date for the work is on or after October 01, 2014.

Rail Overpass Phase 2, Construction
NOTICE IS HEREBY GIVEN that on Tuesday, May 13, 2014 the Port of Ridgefield awarded the bid for for the construction of the RAIL OVERPASS PROJECT – PHASE 2 to Advanced Excavating Specialists LLC, a Longview, Washington company. The winning (lowest) bid was in the amount of $1,597,000.10.

Bids delivered by the May 7, 2014 due date ranged from the low of the awarded bid to a high of $1,996,032.24

The scope of the improvements include roadway construction and realignment,sanitary sewer improvements including the removal and installation of a new lift station, demolition, grading, and environmental remediation.
